Quebec passes Law 182

Bringing to a close two years of review and consultation regarding the provincial mining act, the Quebec national assembly has passed legislation that simplifies the process of acquiring mining rights.

Law 182 introduces major changes, including: the replacement of claim-staking by map-staking using pre-defined territorial divisions; the creation of a single exploration title encompassing all substances; and stipulations designed to avoid accidental forfeiture of title. Most of the changes will take effect next spring.

The new law contains provisions for a gradual conversion from claim-staking.

Also, to discourage abusive map-staking of vast territories, the law introduces a mechanism whereby anyone acquiring claims in a single day will see acquisition costs rise sharply at an escalating rate, with the added costs kicking in once map-staked areas exceed 1,000 ha in southern Quebec or 5,000 ha in the north.
